Contractor Selected For Next Round Of Paving The Way

Staff Report From Georgia CEO

Wednesday, August 27th, 2025

On Tuesday, August 26, Commissioners unanimously approved hiring Professional Paving Services, LLC to manage another package of road paving and resurfacing. This is part of the Paving the Way program and the second package of roads of the 36.18 total miles that were put out for bid in July.

“In two weeks, we’ve awarded contracts to repave nearly 20 miles, and that work is set to begin very soon,” says Mayor Lester Miller. “But we’re not stopping there; the next rounds are already being prepared to receive the same treatment and improvements.”

Out of the ten responses to the RFP, local business Professional Paving Services, LLC’s bid met the guidelines and came in with the lowest price. This contract is for $1,985,581.70, which comes from the Georgia Department of Transportation’s Local Road Assistance administration that is part of the Local Maintenance and Improvement Grant program. It does not require a local match.

Work on these 49 segments of road totaling 8.83 miles (listed below) should begin in the next couple of weeks. Additional sections of road may be added later once the final costs are determined.

Roads for this round were selected through a Roadbotics study of all 1,100 miles of county-owned, paved roads that ranked them 1-5, with 5 being the worst. With these 36.18 miles of roads repaved, nearly all roads rated 3 and above will have been touched.

Earlier this year all 1,100 miles were rescanned by StreetScan, ranking them 1-100, and giving the county a more comprehensive understanding of the need. From that rating, a set of criteria was applied and 459 roads totaling almost 130 miles and $44 million were identified for the next rounds.

“We identified the worst roads in our community and are focusing first on them, as well as roads that are heavily traveled every day,” says Mayor Miler. “There isn’t a part of our county that won’t have major improvements for daily travel.”

At the Commission Meeting on August 5, Mayor Miller presented the list and let the Commission know funding would come from the General Fund, LMIG, and SPLOST. Macon-Bibb is currently grouping those roads by proximity and preparing those groupings to be put out to bid.

In the first round of Paving the Way, nearly $15 million was allocated from the general fund, SPLOST, and LMIG. The amount allocated in the first round was already nearly five times more than used in previous years. Between 2020 and now, the County repaved 45.539 miles of road.
